USS Pollack moored to a pier, possibly at Kittery, Maine. The time frame has to be some date between September 4, 1937 and November 29, 1937 when she left for the west coast.

The motor launch to the left is full of sailors in dress blues making the dating definitely after September 1 when the uniform change went from summer whites to blues. The pier where the launch is coming into has benches for people waiting for a launch to sit.

A bit of a closer view of the submarine and some detail. A civilian is standing on the pier looking the submarine over. To the port side of the after deck is the ships after emergency messenger buoy. Behind the conning tower fairwater is the 3"/50 caliber deck gun. Standing to the right of the conning tower is the topside watch. Deck hatches are open for ventilation.

Close up of the motor launch and piers. The benches for seating on the pier are clearly seen. The water front is clearly a commercial public scene with fishing boats. The shore appears to be quite steep as there seem to be buildings built on pilings on the hillside.
